Short answer

For standard non-commercial entry from Ukraine into the EU, current rules require at least 90 days between the date of blood sampling for a satisfactory rabies titre and issue of the Animal Health Certificate. This is not confinement in a quarantine facility: the pet may remain with its owner, but the certificate for that entry cannot be issued earlier. A faster laboratory result does not shorten the legal period.

Why calling it quarantine is inaccurate

The pet does not have to enter a state isolation facility merely because this period applies. Owners often call it quarantine, but the legal rule is a waiting period between sampling and certification for entry.

During that period, rabies vaccination must remain valid and the original laboratory report should stay with the pet’s document file.

Which date starts the 90 days

The count starts on the date the authorised veterinarian collected the blood sample, not the date the laboratory released the result. The result must be satisfactory and come from a designated laboratory.

The State Service of Ukraine’s 2026 guidance expressly describes at least 90 days before certificate issue. For an individual case, dates should be checked against the original report and the current AHC model.

Can the period be shortened?

A private clinic, laboratory, travel operator or document service cannot waive a regulatory requirement. Faster laboratory processing does not change the sampling date.

A separate exception may apply to a pet habitually resident in the EU whose passport correctly documents a satisfactory titre performed before it left the EU. That is not an exception for a pet’s first departure from Ukraine.

What to verify while waiting

  • the chip number matches in the passport and laboratory report;
  • rabies vaccination remains continuously valid;
  • the first EU country and entry point are identified;
  • the accompanying arrangement fits non-commercial movement rules;
  • the owner has confirmed the pet’s reservation and acceptance conditions with the chosen operator.

A separate return scenario may apply when a satisfactory titre was properly completed and recorded before the pet left the EU. The individual file still requires verification.
