Why the Ukrainian passport is not enough
The veterinary passport is the source of primary records. Its chip, vaccination and procedure entries are checked when the official certificate is prepared.
At entry, however, the competent authority reviews more than the booklet: the international certificate, laboratory evidence, declaration and link between the pet’s movement and the owner’s journey also matter.
When an EU Pet Passport may apply
An EU Pet Passport is mainly used for movement between EU countries. A separate scenario may apply to a pet habitually resident in the EU that already holds a lawfully issued valid passport and returns after a temporary visit to a non-EU country.
In that case, entries made before departure, vaccination continuity and titre compliance are decisive. It should not be confused with a pet’s first journey from Ukraine.
