When to write NO DATA
If a seller or carrier promises that a simple vet passport is enough but cannot explain the movement status, record NO DATA for the commercial/non-commercial classification. Without that answer, the document set cannot be honestly confirmed.
Also write NO DATA if the first country of entry, accompanying person, owner-change date or certificate model is unknown.
